Minutes of the National Drug Scheduling Advisory Committee Meeting, December 17, 2002

A meeting of the National Drug Scheduling Advisory Committee (NDSAC) was held by teleconference call at 5:00 pm EST on Tuesday, December 17, 2002 to finalize the decision regarding the scheduling of brompheniramine.

NDSAC members:Dr. Marilyn Caughlin (Chairman), Dr. Jeff Taylor (Vice-Chairman), Dr. Mark Armstrong, Phil Hudson, Dr. Larry Lynd, Dr. Colleen Metge, and Fred Rumpel

Staff:                Denis Belanger (Drug Information Consultant, Ottawa Valley Regional Drug Information Centre), Barbara Wells (NAPRA Executive Director and NDSAC Secretary)

Note: Dawn Frail did not participate in the teleconference meeting since she did not attend the December 8-9th, 2002 NDSAC meeting where this matter was initially discussed.

Dr. Caughlin called the meeting to order at 5:00 pm and outlined the purpose of the meeting as being to come to an agreement on the scheduling of brompheniramine.

At the December 8-9th meeting, it had been agreed that Factors # III – 1,4, 5, and 6 were applicable to brompheniramine as a single entity for the treatment of allergies, and a motion had been passed (Armstrong/Rumpel) that brompheniramine as a single entity for the treatment of allergies remain in Schedule III. 

After considerable discussion, there was confirmation that Factors # III – 2,5, and 6 were applicable to brompheniramine in cough and cold preparations.  The Committee did not support the inclusion of age restrictions in this scheduling decision.  Accordingly, it was moved by M. Caughlin, seconded by C. Metge that brompheniramine in cough and cold preparations be assigned unscheduled status.  Motion carried.

The meeting was adjourned at 5:30 pm.
